Since 2016, five years ago, the PLA (People’s Liberation Army) of China has been singularly focused on upping it capabilities for joint operations (聯合作戰) in which various service branches come together under one unified command. While its top brass has demonstrated revolve by throwing resources behind this modernization reform, the PLA encounters challenges on two fronts: (1) technology know-how (research innovation capability) and (2) human capital (people issues), Xiaowei points out.

The traditional Western view is that both of these challenges can be more readily overcome in an open society where best ideas and people rise to the top as a result of competition. Can the PLA overcome them? Regardless, the PLA appears to have been on a path of modernization. It may just be a modernization process with Chinese characteristics. The world (especially the US, and China’s neighbors in the region) should all take heed without discounting the PLA’s stated direction and magnitude.
