Confucius said, “If the people be led by laws，and uniformity sought to be given them by punishments， they will try to avoid the punishment， but have no sense of shame. If they are led by virtue， and uniformity sought to be given them by the rules of propriety， they will have the sense of shame，and moreover will become good.”

孔子说：用政法来教导，用刑罚来整顿，人民能暂时地免于罪过，却没有廉耻之心。如果用道德来教化，使用礼教来约束，人民不但有廉耻之心，而且还能走上正途。
